Monday Accident & Lessons Learned: Pressure Relief is NOT Enough. Remember Vacuum Relief Too!

The rail car had been steamed out and it started to rain.
A vacuum formed inside the car.
A great demonstration of the fact that pressure relief isn’t the only thing to consider when designing a vessel.

On tank ships a PV, pressure / vacuum valve is required for each tank. I wonder why they are not required for railroad cars.

It seems to me that this incident was staged. Why else would you have set up 2 cameras? Also in the sequence taken from an elevated position you can see what appears to be emergency crews in the background.
If it was staged, why were the spectators allowed to be so close to the railcar. I’d like to see the risk assessment!
