"Basic" Pilot Error – Root Cause Analysis or Jumping to Conclusions?

There has been a terrible plane crash in Russia.  Here is the story:

I love this quote from the article:

“I do not want to jump ahead of the investigation but from initial information it is clear that this was a mistake by the pilot in bad weather.”

He does not want to jump ahead of the investigation but has already decided the cause…..hmm.

In our courses we teach that you must understand WHAT happened before you decide WHY.  It seems this gent may have skipped a step.
