Do Red Light Camera’s Really Improve Driving Habits?

It says that a study by Texas A&M University’s Texas Transportation Institute shows that monitored intersections had an overall 30 percent decrease in collisions.
I don’t know if I believe this.
I can’t remember driving along, seeing a sign that says that this is a monitored intersection, and being more careful.
It would be nice to know the details of the study to see if the data is reliable.
I think a better headline might be:
STUDY CLAIM’S RED-LIGHT CAMERAS CUT WRECKS 30%
