HSE Manager Needed – Houston, Texas

Position Summary

This position reports to the President of Construction & Turnaround Services, LLC (CTS).  CTS is a union contractor specializing in refinery maintenance turnarounds.  This position will assure compliance with Federal, State, Local, and Company and Client requirements for Health, Safety & Environmental (HSE).  Assist in the continued implementation of an HSE Management System and continuous improvement process. Interface with all at the business unit level, employees, subcontractors and clients with regards to HSE.  This position will be located in our Tulsa, Oklahoma office.

Essential Duties and Responsibilities

Duties will include but are not limited to:

  • Sustain current HSE management system policies and procedures.
  • Conduct incident investigation and incident root cause analysis and determine corrective actions necessary.  TapRoot system utilized to conduct root cause.
  • Provide technical and administrative HSE support for all field personnel, office staff, and subcontractors’.
  • Develop and encourage proactive HSE practice recognition.
  • Ensure employee training and development is current and/or complete with regards to HSE.
  • Manage worker’s compensation cases through a third party administrator.
  • Monthly key performance indicator (KPI) reporting and incident trending required.
  • Responsible for HSE assurance audits and maintaining HSE records.
  • Staff management and development experience required.
  • Strong analytical and organizational skills.
  • Works well independently and with multiple levels of the organization.

Qualifications

Education:

BS degree in Engineering, Safety, Environmental, Occupational Health or related discipline is preferred.

Professional Experience:

A minimum of five years’ experience in safety/risk management experience plus OSHA and other safety regulatory agencies required.

Proficient in the sure of TapRoot software and training is highly desirable.

A minimum of three years’ experience in refinery maintenance turnaround field is a must. Solid understanding of union turnaround and field service operations is required.

Licenses, Certifications, Credentials, or Other Requirements:

Certified Safety Professional (CSP) or Associate Safety Professional (ASP) preferred.

Must be able to obtain a US Passport

Must be able to obtain a TWIC card

Will have a satisfactory MVR report

Regular travel required: 70-80%

Knowledge, Skills and Abilities

Strong interpersonal and communication skills; capable of maintaining frequent contact with upper management, customers, vendors, and/or internal staff to furnish and obtain information and resolve issues; typically capable of developing and delivering effective group presentations.

Job role has budgetary type of accountabilities or directly impacts a revenue center’s viability or its quality of service via personal contributions.  Job role contributes directly to value creation.

Supervises others either directly or through subordinate supervisors.  Coordinates diverse activities within a functional area.  Plans work and administers policies.

Job routinely involves work in the elements, exposure to potentially dangerous, life threatening elements or constantly strenuous work.

Must be highly motivated with excellent analytical and interpersonal skills.
