Huffington Post Criticized VPPPA in Story: "'Model workplaces' not always so safe amidst deaths and avoidable accidents"

All the VPP sites I’ve worked with have always been very interested in safety improvement and doing the right thing. Perhaps I’ve missed those lagging behind (“cosmetic compliance” in the Huffington Post story).
What do you think?
Is VPPPA a good program that needs fine tuning or, as the article seems to imply, a “club” for those who want to avoid serious OSHA scrutiny?
