NTSB Goes After Procedure Work Arounds that Could Cause Aviation Accidents

An interesting article about an NTSB investigation of a non-fatal crash in 2007. See:

The report on the 2007 near-miss is just being released. That worries me because so much time has gone by and the airline involved, American, claims to have already implemented corrective actions.

Does an investigation released over a year and a half after an incident seem like shutting the barn door after the horse is already left?
